He helped draft Biden’s 2023 AI executive order — the WH chief of staff said so on the record (ABC, Nov 2023). At his own Democracy Forum that month he praised efforts to “slow down the widespread rollout of more powerful models.” Anthropic’s head of public policy was his NSC senior director. Anthropic’s new chief global affairs officer (hired Aug 4) was his special assistant. OpenAI’s global affairs chief for five years was his alumna — and spoke at that 2023 forum. The Gates Foundation is a $25M+ donor to the Obama Foundation. Gates gave Anthropic $200M in May. The 2026 message is his 2023 message, delivered through his own people.
